The proposal by reason of its width, height, depth and flat roof design results in an unsympathetic addition to the dwelling creating a dominant and incongruous form of development that is harmful to the appearance of both the host property and street scene. The proposal fails to take opportunity to improve the character of the area and erodes the quality of the post war architectural design. The proposal would therefore be contrary to Policy DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012, Principles PC1 and PC4 of the Western Urban Area Character Supplementary Planning Document 2012, Principles 10.1 of the Residential Design Guide Supplementary Planning Document 2017 and the National Planning Policy Framework 2018.
