  1. The development hereby permitted shall be begun within three years of the date of this permission.Reason: To prevent an accumulation of unimplemented planning permissions and in accordance with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51(1) of the Planning and Compulsory Purchase Act 2004.
  2. The proposed development shall be built in accordance with the following approved plans: Proposed 1:500 site plan; Proposed 1:500 parking plan including cycle and bin stores; Proposed 1:500 tree/landscaping plan; Proposed elevations (Drawing Nos. EL 1 & EL 2); Proposed floor plans (Drawing No. FP 3) - all validated on 27 June 2018, unless the prior written approval has been obtained from the Local Planning Authority.Reason: For the avoidance of doubt and in the interest of proper planning and as advised in ID.17a of the Planning Practice Guidance.
  3. The building works, hereby approved, shall be constructed in external fascia materials; brick, tile, bonding and pointing, to match those of the existing building.Reason: In the interests of the visual amenities of the area and to accord with Policy DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012.
  4. The development hereby permitted shall be carried out wholly in accordance with the submitted Arboricultural Report prepared by Challice Consulting Limited [David Challice] and dated 29 January 2018 (received under the 17/1152 application). No development shall commence until digital photographs have been provided by the retained Consultant and forwarded to and approved by the Council's Arboricultural Officer. This should record all aspects of any facilitation tree works and the physical tree and ground protection measures having been implemented and maintained in accordance with the Arboricultural Report. The tree protection measures shall be retained until completion of all works hereby permitted.Reason: To preserve and enhance the visual amenities of the locality in accordance with Policy DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012.
  5. Prior to the first occupation of the development hereby approved, details of the location and design of any fences, walls or other means of enclosure shall be submitted to the Local Planning Authority for approval in writing and these works shall be carried out as approved, unless otherwise agreed upon by the Local Planning Authority. Such walls, fences or enclosures shall be erected and shall be retained thereafter in the approved position unless otherwise agreed in writing with the Local Planning Authority. Reason: To preserve and enhance the visual amenities of the locality in accordance with Policy DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012 and the National Planning Policy Framework.
  6. All hard and soft landscaping works shall be carried out in accordance with the approved details. Arboricultural work to existing trees shall be carried out prior to the commencement of any other development; otherwise all remaining landscaping work and new planting shall be carried out prior to the occupation of the development or in accordance with a timetable agreed in writing with the Local Planning Authority. Any trees or plants, which within a period of five years of commencement of any works in pursuance of the development die, are removed, or become seriously damaged or diseased shall be replaced as soon as practicable with others of similar size and species, following consultation with the Local Planning Authority, unless the Local Planning Authority gives written consent to any variation.Reason: To preserve and enhance the visual amenities of the locality in accordance with Policy DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012.
  7. The development hereby approved shall not be first occupied unless and until the proposed modified access to Coleford Bridge Road has been constructed in accordance with Drawing Title: Parking Plan, and thereafter shall be permanently maintained. The applicant is to reinstate any redundant drop kerbing as a result of providing the modified access.Reason: The condition above is required in order that the development should not prejudice highway safety nor cause inconvenience to other highway users and to accord with Policies CP11 and DM11 of the Surrey Heath Core Strategy and Development Management Policies 2012 and the National Planning Policy Framework 2018..
  8. The development hereby approved shall not be first occupied unless and until space has been laid out within the site in accordance with Drawing Title: Parking Plan for vehicles and cycles to be parked. Thereafter the parking area shall be retained and maintained for their designated purposes.Reason: The condition above is required in order that the development should not prejudice highway safety nor cause inconvenience to other highway users and to accord with Policies CP11 and DM11 of the Surrey Heath Core Strategy and Development Management Policies 2012 and the National Planning Policy Framework 2018..
  9. The development hereby approved shall not be occupied unless and until the proposed dwelling is provided with a fast charge socket (current minimum requirements - 7 kw Mode 3 with Type 2 connector - 230v AC 32 Amp single phase dedicated supply) in accordance with a scheme to be submitted and approved in writing by the Local Planning Authority and thereafter retained and maintained to the satisfaction of the Local Planning Authority.Reason: The condition above is required in order that the development should not prejudice highway safety nor cause inconvenience to other highway users and to accord with Policies CP11 and DM11 of the Surrey Heath Core Strategy and Development Management Policies 2012 and the National Planning Policy Framework 2018..
  10. Notwithstanding the provisions of Schedule 2, Part 1, Classes A, B, C & E of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking and re-enacting that Order), no further extensions, roof extensions/alterations to the dwelling hereby approved or outbuildings within its curtilage shall be erected without the prior approval in writing of the Local Planning Authority.Reason: To enable the Local Planning Authority to retain control over the enlargement, improvement or other alterations to the development in the interests of visual amenity and the residential amenity of surrounding neighbours and future occupiers of the approved dwelling, to accord with Policy DM9 of the Surrey Heath Core Strategy and Development Management Policies 2018.
