  1. The development hereby permitted shall be begun within three years of the date of this permission.Reason: To prevent an accumulation of unimplemented planning permissions and in accordance with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51(1) of the Planning and Compulsory Purchase Act 2004.
  2. The proposed development shall be built in accordance with the following approved plans: Proposed elevation and section drawings (Drawing Nos. MAP-NB17-07; MAP-NB17-08 - both received and validated on 31 January 2018); Proposed site plan and ground floor plans (Drawing No. MAP-NB17-04 Rev B); Proposed first floor plans (Drawing No. MAP-NB17-05 Rev B); Proposed roof plans (Drawing No. MAP-NB17-06 Rev B) - all received on 27 March 2018,unless the prior written approval has been obtained from the Local Planning Authority.Reason: For the avoidance of doubt and in the interest of proper planning and as advised in ID.17a of the Planning Practice Guidance.
  3. No development shall take place until details and samples of the external building and hardsurfacing materials to be used shall be submitted to and approved in writing by the Local Planning Authority. Building materials to be agreed will include the proposed brick, tile and fenestration. Once approved, the development shall be carried out using only the agreed materials.Reason: In the interests of visual amenities of the area and to accord with Policy DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012.
  4. The development hereby approved shall not be occupied unless and until the proposed modified vehicular access to Deepcut Bridge Road has been constructed in accordance with the approved plans and the existing planting along the frontage of the site in the trailing traffic direction (left) shall be kept to a maximum height of 1 metre to maintain a visibility splay in this direction.Reason: The condition above is required in order that the development should not prejudice highway safety nor cause inconvenience to other highway users and to accord with Policies CP11 and DM11 of the Surrey Heath Core Strategy and Development Management Policies 2012 and the National Planning Policy Framework.
  5. The development hereby approved shall not be occupied unless and until space has been laid out within the site in accordance with the approved plans for vehicles to be parked and for vehicles to turn so that they may enter and leave the site in forward gear. Thereafter the parking/turning area shall be retained and maintained for their designated purpose.Reason: The condition above is required in order that the development should not prejudice highway safety nor cause inconvenience to other highway users and to accord with Policies CP11 and DM11 of the Surrey Heath Core Strategy and Development Management Policies 2012 and the National Planning Policy Framework.
  6. No development shall take place until a Method of Construction Statement, to include details of:(a) parking for vehicles of site personnel, operatives and visitors(b) loading and unloading of plant and materials(c) storage of plant and materials(d) measures to prevent the deposit of materials on the highwayhas been submitted to and approved in writing by the Local Planning Authority. Only the approved details shall be implemented during the construction period. Reason: The condition above is required in order that the development should not prejudice highway safety nor cause inconvenience to other highway users and to accord with Policies CP11 and DM11 of the Surrey Heath Core Strategy and Development Management Policies 2012 and the National Planning Policy Framework.
  7. The development hereby approved shall not be occupied unless and until the secure parking of bicycles within the development site in accordance with the approved plans and thereafter the said approved facilities shall be provided, retained and maintained to the satisfaction of the Local Planning AuthorityReason: The condition above is required to accord with Policies CP11 and DM11 of the Surrey Heath Core Strategy and Development Management Policies 2012 and Section 4 'Promoting Sustainable Transport' of the National Planning Policy Framework 2012.
  8. The development hereby approved shall not be occupied unless and until each dwelling has been provided with a fast charge socket (current minimum requirement - 7 kw Mode 3 with with Type 2 connector - 230v AC 32 amp single phase dedicated supply) in accordance with a scheme to be submitted to and approved in writing by the Local Planning Authority and thereafter retained and maintained to the satisfaction of the Local Planning Authority.Reason: The condition above is required to accord with Policies CP11 and DM11 of the Surrey Heath Core Strategy and Development Management Policies 2012 and Section 4 'Promoting Sustainable Transport' of the National Planning Policy Framework 2012.
  9. A strategy for monitoring and reporting on ground conditions and actions to be taken should there be the discovery of contamination shall be adopted. If, prior to or during development, ground contamination is suspected or manifests itself then no further development (unless otherwise agreed in writing by the Local Planning Authority) shall be carried out until the developer has submitted an appropriate remediation strategy to the Local Planning Authority and the written approval of the Local Planning Authority has been received. The remediation strategy should detail how the contamination shall be managed and any agreed remediation verified. Reason: To comply with the National Planning Policy Framework 2012 which requires development to contribute to and enhance the natural and local environment by preventing both new and existing development from contributing to or being put at unacceptable risk from or being adversely affected by unacceptable levels of water pollution (paragraph 109) and to ensure that adequate site investigation information, prepared by a competent person, is presented (paragraphs 120 & 121).
  10. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking and re-enacting that Order) no further eextensions to the dwellings hereby approved or additions to their roofs shall be erected under Schedule 2, Part 1, Class A or Class B of that Order; and no buildings, enclosures or containers incidental to the enjoyment of a dwelling house shall be erected under Schedule 2, Part 1, Class E of that order; without the prior approval in writing of the Local Planning Authority. Reason: To enable the Local Planning Authority to retain control over the enlargement, improvement or other alterations to the development in the interests of visual and residential amenity, to accord with Policies CP1, DM1 and DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012 and the National Planning Policy Framework.
