Conditions or reasons:
  1. The proposal, by reason of its scale, massing, height and forward siting in the application site, in combination with the lack of articulation to the northeast elevation, would result in an over-dominant, cramped and incongruous addition to the host property and street scape. In addition, the loss of the existing front boundary treatment would be out of keeping with the character of the area. The proposal is therefore contrary to Policies DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012, Guiding Principles PC1, PC2, PC3 and PC4 of the Western Urban Character Supplementary Planning Document 2012, Principles 6.8, 7.1, 7.4, 7.8, 10.1 and 10.2 of Surrey Heath Residential Design Guide 2017 and the National Planning Policy Framework 2012.
  2. The proposal by virtue of its close proximity to the south west shared boundary with No.20 Wittmead Road and its depth, running 8m along the depth of this neighbours 10m deep rear garden, in combination with its height and window placement would result in an unneighbourly and overbearing form of development and would create a perception of overlooking. The proposed development would therefore be harmful to the residential amenities the occupiers of that property might otherwise reasonably expect to enjoy. The proposed development is therefore contrary to the aims and objectives of Policy DM9 of the Core Strategy and Development Management Policies 2012 and the National Planning Policy Framework 2012 and Principle 10.1 of the Surrey Heath Residential Design Guide 2017.
