The part two storey/first floor proposal, by reason of the combination of the height and proximity to the northern side boundary, would result in a loss of spaciousness around the dwelling and represent a prominent, dominant and incongruous addition harmful to the appearance of the street scene including the visual gaps and uniformity of the building line of Cross Gardens. As such the proposal would fail to respect and enhance the character and quality of the area including the Historic Routes (Main Thoroughfares) Character Area, contrary to Policies CP2 and DM9 of the Surrey Heath Core Strategy and Development Management Policies 2012, Policy MT1 of the Western Urban Area Character Supplementary Planning Document 2012, Principles 10.1 and 10.3 of the Surrey Heath Residential Design Guide Supplementary Planning Document 2017; and, the National Planning Policy Framework.
